An underwater release device for a bottom-supported observation system includes a power source; a first acoustic transducer configured to communicate with the outside by using an ultrasonic signal and convert the acquired ultrasonic signal into an electrical signal; the controller comprises a shell, and a mounting part is arranged on the shell so as to be fixedly connected with the first acoustic transducer; the machine core comprises a cylinder, a control unit and a power unit are arranged in the cylinder, the control unit is coupled to the first acoustic transducer and configured to verify the electric signal, if the verification result is correct, the control unit generates a control instruction, and the power unit is coupled to the control unit and configured to drive the release assembly based on the control instruction to release the release assembly. And the release assembly executes release operation under the action of the power unit. The invention further discloses a bottom-supported observation system comprising the underwater releasing equipment. According to the invention, the putting and recycling work of the observation equipment is guaranteed, the equipment loss risk is greatly reduced, and the observation success rate is improved.
