The invention discloses a horizontal coil clamp capable of preventing a steel coil from toppling and a using method, and relates to the technical field of intelligent (unmanned) cranes in the steel industry, the horizontal coil clamp comprises a clamp body, a first detection device and a second detection device, the clamp body comprises a cross beam, a hanging bracket, a first clamp, a second clamp and a driving motor, the top of the first clamp and the top of the second clamp are slidably connected with the cross beam, the driving motor is arranged on the cross beam and used for driving the first clamp and the second clamp to move oppositely or relatively, and the hanging bracket is arranged above the cross beam and used for being connected with a crane; the first detection device is arranged on the first clamp so as to detect whether the first clamp is separated from the steel coil or not and transmit a signal to a control system of the crane; the second detection device is arranged on the second clamp to detect whether the second clamp is separated from the steel coil or not and transmit a signal to the control system of the crane, the structure is simple, use is convenient, the running stability of the crane is effectively improved, and continuous production of a production line is effectively guaranteed.
