The invention discloses a tethered air-drop deceleration buffer device and a test platform thereof, and relates to the field of air-drop buffer. The impact speed during air-drop landing can be quickly reduced, and damage to materials and equipment in the landing impact process is reduced. The deceleration buffer device comprises a bottom plate, a cargo carrying platform fixedly installed on the top face of the bottom plate and four ropes used for hanging the bottom plate below the parachute. A rope retracting mechanism is further mounted on the bottom plate and comprises a linear power source, a linear guide rail, a movable plate, a fixed plate, a first pulley, a second pulley, a third pulley and a fourth pulley, and a rope sequentially bypasses the first pulley and the second pulley and then extends into a stroke amplification pulley block; and after alternately bypassing the third pulley and the fourth pulley, the fixed plate is fixedly connected to the movable plate or the fixed plate. The deceleration buffer device can quickly reduce the impact speed during air-drop landing and reduce damage to goods and equipment in the landing impact process.
