The invention relates to the field of engineering machinery, and discloses a mode switching control system and a mode switching control method for a tower crane and the tower crane, the mode switching control system comprises a locking detector used for obtaining the state of a trolley locking mechanism, a lifting hook detector used for obtaining the lifting load condition of a lifting hook of the tower crane and a controller, the controller is configured to obtain the working state of a working mechanism of the tower crane through an electric control system of the tower crane; in response to the movable arm mode instruction, controlling the tower crane to be switched to a movable arm mode under the condition of determining that a trolley locking mechanism is in a locking state, a working mechanism of the tower crane is in a shutdown state and a lifting hook of the tower crane is in an empty hook state; and in response to the flat arm mode instruction, controlling the tower crane to be switched to a flat arm mode under the condition of determining that the trolley locking mechanism is in an unlocking state, the working mechanism of the tower crane is in a shutdown state and the lifting hook of the tower crane is in an empty hook state. According to the mode switching control system, the safety of mode switching of the tower crane can be improved.
