A system and method of identifying and quantifying congestion within a traffic flow includes obtaining telemetry data from a plurality of vehicles traveling within a plurality of normalized segments, determining attributes for each normalized segment based on the telemetry data and a road profile for each normalized segment, determining a disruption score indicative of a disruption level of traffic flow within each road segment; in one embodiment, a method includes mapping a road segment within a two-dimensional spatiotemporal cell grid, where each cell represents a normalized road segment at a specified time, determining, for each cell, whether a traffic flow is congested, identifying a congested traffic flow including a plurality of consecutive cells having the congested traffic flow, quantifying the congested traffic flow, and providing an output signal.
