The invention provides a design method and a design system for a windlass winch base. The design method comprises the following steps: establishing a base plane; auxiliary lines are surveyed and drawn, for example, the center line of a base panel is surveyed and drawn; inputting size data of the base panel, and automatically generating a base panel model based on the center line of the base panel; inputting size data of the main toggle plate, and automatically generating a main toggle plate model by taking the lower surface of the base panel model below the center line of the base panel and the upper surface of the deck model as boundaries; and inputting secondary toggle plate size data, and automatically generating a secondary toggle plate model on two sides of a main toggle plate below a main stress point of the base panel model by taking the lower surface of the base panel model and the upper surface of the deck model as boundaries. A new model can be generated by modifying the input size data of the base panel, the primary toggle plate and the secondary toggle plate to replace the old model. According to the design method and system, the size data can be input to automatically generate the component model of the windlass base, model updating can be achieved by modifying the size data, and the design efficiency is remarkably improved.
