A liquid inlet and a liquid outlet which are communicated with the exchange cavity are formed in the end, exposed out of the electric car power connection port, of the shell, the liquid inlet and the liquid outlet are communicated through a circulation pipeline, a first micro liquid pump, a second micro liquid pump and a radiator are arranged on the path of the circulation pipeline, and the radiator is located between the first micro liquid pump and the second micro liquid pump; the radiator is provided with a liquid storage container, a heat conduction copper body and a semiconductor chilling plate, one end of the heat conduction copper body extends into the liquid storage container, the other end of the heat conduction copper body extends out of the liquid storage container, and the semiconductor chilling plate is attached to the extending end of the heat conduction copper body.
