The invention discloses a shoe removing mechanism which comprises a fixing frame, a shoe removing mechanism and a shoe removing mechanism. The connecting rod assembly is in sliding connection with the fixing frame, and an insulating plate is arranged at one end, far away from the fixing frame, of the connecting rod assembly; the connecting plate is fixedly connected with the insulating plate, and one end, far away from the insulating plate, of the connecting plate is used for being fixedly connected with a carbon brush; the telescopic end of the driving assembly is connected with the insulating plate, and the driving assembly is used for driving the carbon brush to move in the direction close to or away from the fixing frame. Compared with the prior art, the shoe removing mechanism is simple in structure and capable of avoiding eccentric wear of the carbon brush. The invention further discloses a grounding backflow device and a rail vehicle, the grounding backflow device and the rail vehicle comprise the shoe removing mechanism, and the technical effects can also be achieved.
