The invention relates to the technical field of traffic engineering, and provides an urban road traffic flow prediction method and system. The method comprises the following steps: determining an associated road section set of a target road section according to a traffic network topological graph; collecting images of a target road section and an associated road section set by using an image monitoring array; reading environmental monitoring data of a target road section, and screening environmental parameters according to close association indexes; window attribute information is determined, historical traffic records of the target road section are retrieved with the environmental parameters and attributes as constraints, and associated historical traffic data are obtained; utilizing the associated image set to predict associated road section flow; and the target image set identifies real-time traffic data, and the real-time traffic data are weighted with historical and associated traffic data to obtain a prediction result. According to the method, the historical flow records are retrieved based on the attribute information of the preset time window and the screened closely associated environmental parameters, so that the technical problem of low accuracy and reliability of flow prediction caused by large historical flow data volume and complex type is solved, and smooth and safe traffic is ensured.
