The two opposite manned parts are arranged and pulled through the inhaul cable, so that one manned part ascends and the other manned part naturally descends in the using process, the manned part and the other manned part are counter weights mutually, the power requirement is reduced, and when one person ascends, the manned part on the other side descends; the climbing-free device does not need to wait for ascending and then descending, the use efficiency of the climbing-free device is improved, more activity space can be obtained due to the fact that the climbing-free device is perpendicular to the tower wall, and the situation that a user difficultly gets on and off the climbing-free device is prevented.
