A data acquisition unit (111) acquires temperature data for a predetermined period of time for a plurality of battery packs mounted in different devices (e.g., electric vehicles). A statistical calculation unit (113) calculates, for each battery pack, a statistical value based on the temperature change rate of a plurality of charging periods included in a predetermined period. The determination unit (114) determines that the temperature adjustment function of the device for which the deviation of the statistical value of the temperature change rate is equal to or greater than a threshold value is abnormal.
