The current driving condition is determined according to the gradient information, the passenger number information and the navigation information; and the number of electric heating wires is determined according to the current driving working condition and a preset battery preheating control strategy, and the battery is preheated according to the number of the electric heating wires. Whether electric energy can reach a target navigation location or a nearby charging station is estimated by combining the navigation remaining mileage, a real-time gradient signal and the number of passengers, and if switching to the charging station is needed, the number of heating wires needing to be started and a circulating water pump are calculated and controlled by combining charging power and heating wire power in advance; the purpose of controlling the battery pack to achieve the optimal charging temperature in advance is achieved, and the charging rate of the battery pack under the low-temperature working condition is improved.
