The invention discloses an electric vehicle charging safety protection system and method and a vehicle-mounted charger, one end of the vehicle-mounted charger is connected with a power grid source, the other end of the vehicle-mounted charger is connected with an electric vehicle battery, and the vehicle-mounted charger comprises a detection module used for detecting abnormal state parameters on a power-on loop between the power grid source and the electric vehicle battery, the abnormal state parameters comprise a current abnormal state, a voltage abnormal state and a temperature abnormal state; the matching module is used for matching an exception handling strategy corresponding to the exception state parameter, the exception handling strategy comprises a safety protection instruction and text information, and the text information comprises exception reminding information and exception handling information; the execution module is used for executing the safety protection instruction so as to enable the power-on loop to be in a safe state; and the display module is used for displaying the text information on a liquid crystal display screen of the vehicle-mounted charger. The charging fault information and the fault processing mode are visually displayed, a user does not need to inquire a specification, and the user experience is improved.
