In the system, a friction power generation module is installed on the surface of the marine riser to capture ocean current and convert the ocean current into electric energy, and the ocean current impacts blades to drive a rotor to rotate relative to a stator so as to interfere a flow field around the marine riser; the aluminum electrode plate and the dielectric film slide relatively to generate friction, so that charges of the aluminum electrode plate are transferred to the dielectric film, the contact area of the dielectric film and the aluminum electrode plate is continuously changed in the rotating process, the charge transfer amount of the aluminum electrode plate is different, potential difference occurs, and alternating current is generated; the spiral hollow strake is installed on the surface of the marine riser to damage spanwise correlation of the surface of the marine riser, the spiral hollow strake is connected with the electrolytic anode wire to be polarized as an anode, and chloride ions generated by sodium chloride in seawater electrolyzed by the spiral hollow strake and hydroxyl ions generated by seawater electrolyzed by the copper rod inhibit biological attachment. According to the system, biological attachment on the surface of the marine riser is inhibited, and vortex-induced vibration of the marine riser structure is inhibited.
