The method comprises the steps of determining a target use scene of a vehicle in a current time period based on historical driving data of the vehicle, the historical driving data being driving data of the vehicle in each of a plurality of use scenes; first energy consumption and second energy consumption are determined based on the energy consumption generated by the vehicle in the target use scene and the power battery parameters of the vehicle, the first energy consumption is used for indicating the energy consumption generated by the vehicle under the condition that the heat management function is started, and the second energy consumption is used for indicating the energy consumption generated by the vehicle under the condition that the heat management function is closed; and based on the first energy consumption and the second energy consumption, determining whether to start the thermal management function. Therefore, the technical problem that if energy consumption generated by the vehicle when heat management is started is larger than energy consumption generated by the vehicle when heat management is not started, resource waste is caused can be solved.
