The invention provides a battery safety monitoring system and method based on a safety valve, and the system comprises the safety valve, a battery management system, and an external power supply which is used for supplying power to the safety valve and the battery management system. The safety valve comprises a fixing part, a gland part, a liquid absorption expansion part and a heating part, a discharge channel is formed in the fixing part, and the discharge channel is opened and closed through the gland part; the imbibition expansion part is arranged between the gland part and the fixing part; in a normal mode, the gland part closes the discharge channel; in the liquid discharge working mode, the gland part is ejected open through the liquid absorption expansion part which absorbs liquid and expands, and the discharge channel is opened; the imbibition expansion part is dried through the heating part; in the pressure-relief explosion-proof working mode, the gland part is opened through gas ejection, and the discharge channel is opened; the safety valve is connected with a battery management system through a magnetic switch, the electric heating component and an external power source form a heating loop, and on-off of the heating loop is controlled through the battery management system.
