The invention discloses an electric vehicle charging planning method and device. The method comprises the steps that an element model is defined according to a preset multi-electric-vehicle cooperative charging model; pre-constructing a target charging planning model, a target charging path planning algorithm and a charging period selection algorithm based on the element model; acquiring vehicle data of a to-be-planned vehicle in real time; determining a target state space, a target action state and a target excitation function of the to-be-planned vehicle based on the vehicle data and the element model; further performing charging station distribution to obtain a target charging station, performing charging path planning to obtain a target charging path, and performing charging period selection to obtain a target charging period; and generating an optimal charging strategy according to the target charging station, the target charging path and the target charging time period. Therefore, according to the method and the device, charging station distribution, charging path planning and charging time period selection can be considered, the total charging cost of the electric vehicle can be reduced, the resource utilization efficiency can be improved, and the user experience can be improved.
