The invention provides an underwater working bin and an underwater tubular object overhauling method, and the underwater working bin is used for underwater tubular object operation and comprises an inner bin, an outer bin, an air passing opening and a liquid passing opening. Wherein the inner bin is provided with a working cavity, and at least part of the tubular object can be contained in the working cavity. The outer bin is connected with the inner bin, and an adjusting cavity is formed between the outer bin and the inner bin. The gas passing opening and the liquid passing opening are formed in the outer bin and communicate with the adjusting cavity, gas and liquid can enter and exit from the adjusting cavity through the gas passing opening and the liquid passing opening correspondingly, and the gas-liquid proportion in the adjusting cavity can be flexibly adjusted. When water enters and exits from the underwater working bin, the gas-liquid proportion in the adjusting cavity can be flexibly adjusted according to actual requirements, so that the overall buoyancy weight of the underwater working bin can be adjusted and controlled, and the requirements of the underwater working bin in different use states are met.
