The invention relates to a horizontally-arranged steering engine support structure and a steering system. A rear axle assembly comprises an I-shaped beam, and the I-shaped beam is provided with a concave bent section; the steering engine support is arranged above the rear axle assembly in parallel, a groove matched with the concave bent section is formed in the bottom of the steering engine support, a steering engine installation base face is arranged on the top of the steering engine support, and a steering engine output shaft penetrating hole communicated with the groove is formed in the steering engine installation base face. Due to the fact that the I-shaped beam of the axle is utilized, the installation position of the steering engine support is provided, the steering engine support is provided with the groove, and the groove is matched with the concave bent section of the I-shaped beam to form the plumbing arm arrangement swing space, so that the steering plumbing arm can be connected with the steering engine pull rod. In addition, the steering engine bracket provides a mounting position for the steering engine assembly; the novel steering system is provided by utilizing the existing axle structure, the arrangement structure of the steering engine is not influenced by the traditional frame, the connection of the steering engine and the axle is not influenced by the deformation of the suspension, the steering is easy to control, and the manufacturing cost of the vehicle is controlled.
