A seaport channel ship navigation safety early warning index system construction and risk real-time early warning method comprises the following steps: determining a safety risk factor Ei and a corresponding safety risk factor ri which influence ship navigation of a concerned water area channel according to ship navigation conditions and navigation accident historical data of the concerned water area; determining a quantifiable or semi-quantitative risk index xi corresponding to each safety risk factor Ei and a corresponding safety threshold Yi, and proposing a risk advance coefficient Pi corresponding to the early warning interval; and proposing a comprehensive risk index Gt calculation formula considering the influence of a multi-risk factor combination, and determining a corresponding comprehensive risk level and a real-time main risk factor. Risk levels and main risk factors are displayed in different colors on the electronic navigation channel chart, and early warning information such as visual and auditory sense is sent to a ship driving end and a shore management platform. According to the method, a ship navigation safety index system is scientifically constructed, the real-time comprehensive risk level and main risk factors are reasonably determined, the ship navigation safety can be effectively improved, and the navigation management efficiency is improved.
