Through arrangement of balance blades, the stability of the device during sinking is enhanced, the device can reach a specified sampling site more quickly, meanwhile, in the sampling process, a compression air pump compresses air in a sample cavity and inputs the compressed air into a compression air tank, a third air pipe and a second air pipe communicated with the third air pipe, and the sampling efficiency is improved. Then compressed air pushes a piston rod to move downwards and enables a rack to be meshed with a gear, at the moment, the gear is driven by the rack to rotate, a balance blade rotates from a vertical state to a horizontal state, and the situation that follow-up floating of the device is affected due to the fact that the gravity center rises and then is pushed by seawater when the device samples seawater is prevented; the stability of the device in the diving, floating and sampling processes is improved.
