The invention belongs to the technical field of monitoring and commanding, and particularly relates to an intelligent monitoring and commanding system based on the Internet of Things. A highway is divided into sections, and meteorological information and traffic flow information are monitored in real time by monitoring equipment arranged on each section; therefore, the traffic environment severe condition and the traffic road condition congestion condition of each road section are analyzed, traffic guidance is carried out by using the command terminals arranged on each road section according to the analysis result, timely identification and timely processing of traffic anomalies on the expressway are realized, the occurrence rate of further deterioration of the traffic anomalies is greatly reduced, and the traffic safety of the expressway is improved. Meanwhile, when the traffic abnormal road sections are recognized according to the traffic environment severe condition and the traffic road condition congestion condition of all the road sections, the road sections needing to be subjected to highway entrance and exit opening processing are selected in a targeted mode by increasing acquisition of the traffic abnormal road section distribution characteristics, and the selection mode is more reasonable; and further aggravation of traffic abnormal conditions can be avoided to the greatest extent.
