The invention belongs to the technical field of ocean observation, and discloses an ocean skin layer salinity measuring buoy which comprises a base, a transparent shell is fixedly connected to the edge of the upper portion of the base, a spherical solar panel is fixedly installed on the inner side of the transparent shell, a water inlet chamber is formed in the bottom of the base, and air channels are formed in the front side and the rear side of the water inlet chamber. The left side of the base is provided with a water supply channel and a water inlet channel. According to the invention, seawater is pumped into the cylinder, so that the depth sensor is flush with the top end of the water inlet chamber, then seawater is pumped into the water storage shell, so that the top end of the depth water inlet chamber is flush with the sea level, and to-be-detected seawater is protected by the base and is not impacted by sea waves, so that the to-be-detected seawater moves along with the base; and the device is in a relatively stable state, so that the detection mechanism cannot jump out of the water surface to be exposed in the air, the accuracy of the detection result is improved, and the high-precision measurement requirement of the salinity of the ocean skin layer is met.
