The invention provides an anti-explosion underwater soft robot, and belongs to the field of robots. The problem that transient high energy of underwater explosion easily damages internal parts and circuits is solved. The flexible circuit layer is provided with a plurality of circuit modules, and the circuit modules are flexibly connected; the non-Newtonian fluid buffer layer covers the outer side of the flexible circuit layer; the elastic buffer layer covers the outer side of the non-Newtonian fluid buffer layer; the driving unit is connected with the elastic buffer layer and used for driving the robot to advance. The device is mainly used for underwater safety detection and underwater resource exploration.
