Noise obeying normal distribution is added to the target network of the value network, so that the estimability of a strategy function on actions is improved, the estimated Q value is smoother, and the stability of the algorithm is improved. On the basis of hydrogen fuel cell temperature control of improved PID, error proportion, integral and differential operation which is subjected to nonlinear change is introduced, and gain parameters of a controller change along with control errors, so that the adaptive capacity of an algorithm is improved.
