The invention provides a thermal management system. The thermal management system comprises a second valve and a third valve in a refrigerant system, wherein the second valve and the third valve have a throttling function; an outlet of the first flow path can communicate with an inlet of the compressor; in the second flow path, the second valve is connected between the outlet of the compressor and the inlet of the first heat exchange part in series, the third valve is connected between the outlet of the first heat exchange part and the inlet of the second heat exchange part in series, and the outlet of the second flow path can communicate with the inlet of the compressor. The first flow path is the air supply enthalpy increasing flow path, the second flow path is the hot gas bypass flow path, air supply enthalpy increasing and hot gas bypass are combined, the refrigerant flow and the evaporation pressure of the system are improved, and therefore the condensation pressure and the heating capacity of the system are improved. The second valve piece is connected between the outlet of the compressor and the inlet of the first heat exchange part in series, the third valve piece is connected between the outlet of the first heat exchange part and the inlet of the second heat exchange part in series, the throttling function of the second valve piece and the throttling function of the third valve piece enable a hot gas bypass flow path to form secondary throttling, and the heating performance is better.
