The invention belongs to the technical field of traffic management, and particularly relates to a mobile traffic signal time sequence optimization server and optimization method, which comprises an access module, a data acquisition module, a data processing module and a control module. The intelligent traffic equipment on the road is accessed to the server through the access module; the method comprises the following steps: acquiring lane data, monitoring video data and traffic flow data on intelligent traffic equipment through a data acquisition module; analyzing various acquired data on the intelligent traffic equipment through a data processing module, judging whether an existing traffic signal time sequence needs to be optimized or not, and calculating an optimization scheme; and the traffic signal time sequence is controlled through the control module according to the calculated optimization scheme. The server can be moved to a traffic control room of any area, so that the road network condition of any area is optimized, the server is prevented from being deployed in each area, and the flexibility and adaptability are improved while the server deployment cost is reduced.
