The design method specifically comprises the following steps that S1, the diameter and the weight per unit length of the steel cable are determined; s2, preliminarily determining the span and the initial sag; s3, deducing and verifying the relation between the initial sag and the initial horizontal tension in a no-load state; s4, determining a parachute opening load and a parachute opening position; determining the relationship between the sag and the horizontal tension and the relationship between the tension and the horizontal tension; and S5, analyzing the relationship between the vibration frequency and the span, the weight per unit length and the tension. The invention further discloses a parachute opening device. The method can effectively balance the selection of the sag, tension and vibration frequency of the steel cable; the parachute can be opened, the cargo delivery state can be fed back, the cargo air-drop problem can be effectively solved, and the cargo air-drop state can be judged.
