The invention relates to the technical field of intelligent highway traffic control, in particular to an intelligent cloud supervision system based on an intelligent highway. Firstly, the invention provides a congestion coefficient calculation method, the congestion coefficient of each road section of the highway is calculated through historical data, the congestion coefficient can accurately reflect the congestion possibility of each road section, and the accuracy of subsequent congestion prediction can be improved; secondly, a congestion risk prediction model is provided, the model performs probability prediction on congestion of different road sections through historical data, and the severity of a traffic accident is taken as one of congestion prediction factors, so that the accuracy of traffic congestion degree prediction is improved; finally, a flow mitigation strategy generation model is provided, and the model is mainly used for providing a traffic mitigation strategy for the expressway. According to the model, different driving strategies can be generated for the current road section and the rear road section, and the congestion risk and the safety risk caused by the front and rear road sections are greatly reduced.
