A railway management system (1) is characterized by being provided with: first wireless terminals (12-a-1 to 12-d-1, 12-a-2 to 12-d-2) that are provided so as to correspond to each of a plurality of number lines (11-a to 11-d), and that are provided at the ends of stations of the corresponding number lines (11); second wireless terminals (14-a, 14-b) that are provided at the end of the train (13) and that communicate with the first wireless terminals (12-a-1 to 12-d-1, 12-a-2 to 12-d-2) using an ultra-wideband wireless signal; a distance estimation unit that estimates the distance between each of the plurality of first wireless terminals (12-a-1 to 12-d-1) and the second wireless terminal (14-b) using the ultra-wideband wireless signal; and a number line detection unit that detects a number line (11-b) into which the train (13) enters on the basis of the estimation result of the distance estimation unit.
