The invention discloses a rotary drilling rig and ship combined platform inland river reef cleaning construction method, which can be used for simultaneously crushing and cleaning reefs and improving the reef cleaning efficiency. Moreover, the method can be used for construction close to the shoreside, disturbance to structures near a construction area can be avoided in the construction process, structural safety of the structures is guaranteed, and influences of aquatic organisms and passing ships near construction can be avoided. The method comprises the steps of checking the strength and the complete stability of the rotary drilling rig and ship combined platform under different operation conditions, building the platform, segmenting the dredging operation range, sweeping a bed for detection, moving the platform, cleaning a reef for excavation, detecting after excavation, and measuring and accepting.
