The invention provides a tower drum turning-over hoisting tool and a turning-over hoisting method.The turning-over hoisting tool comprises a tail slipping assembly used for being connected with a bottom flange of a tower drum and a lifting lug assembly combined to the tower drum wall of the tower drum, the tail slipping assembly comprises a clamping part and a hoisting part, the clamping part can be clamped to the bottom flange, and the lifting lug assembly is connected to the bottom flange of the tower drum; the hoisting part is arranged on the outer side of the clamping part and comprises a hoisting belt connecting part; the lifting lug assembly comprises a lifting lug pin penetrating through the tower barrel wall, the lifting lug pin is combined to the tower barrel wall on the inner side of the tower barrel wall, and the lifting lug assembly comprises a baffle arranged on the outer side of the tower barrel wall, so that a lifting belt connecting space is formed between the baffle and the tower barrel wall. According to the embodiment of the invention, the lifting lug assembly is arranged on the wall of the tower drum, so that the distance between two connecting points at the bottom and the top of the whole-section tower drum can be reduced, the herringbone included angle between the two main hooks is correspondingly reduced, and the turnover lifting safety of the whole-section tower drum is improved.
