The invention provides an elevator car speed monitoring device which comprises a speed measuring shell, a guide shoe and a brake block, a mounting seat is arranged on the bottom side of the speed measuring shell, a mounting hole is formed in the top side of the speed measuring shell, the guide shoe extends into the speed measuring shell and is provided with a speed measuring part, a brake device is arranged on the surface of one end of the guide shoe, and the brake block is arranged on the surface of the other end of the guide shoe. The brake device comprises a linkage piece, a telescopic piece, a connecting piece, a middle piece and a brake piece, and a guide rail is arranged between the two guide shoes. When the elevator car stalls, the guide shoe rotates at a high speed, so that the brake plate connected with one end of the guide shoe throws out the hook claw under the action of centrifugal force, the hook claw hooks the hook teeth on the inner wall of the driving cylinder, and the driving cylinder is driven to rotate; the screw barrel is in threaded connection with the outer surface of the driving barrel, so that the screw barrel stretches out and draws back in the air cylinder to extrude the piston rod to push the connecting piece and the middle piece, the connecting piece drives the braking piece to get close to each other to increase friction to the guide rail to brake the elevator, braking can be conducted once the speed limiter fails, and the braking effect is improved when the speed limiter does not fail.
