The invention relates to a vehicle control apparatus and method. A control apparatus of a vehicle includes a communicator configured to communicate with a plurality of vehicles and a processor; the processor is configured to, when a wiper range request control message of an executing vehicle of the plurality of vehicles is received, determine an information providing vehicle around the executing vehicle of the plurality of vehicles based on a position of the executing vehicle, receive a wiper operating frequency of the information providing vehicle from the information providing vehicle, providing the working frequency of the windshield wiper of the vehicle according to the received information to calculate the working frequency of the windshield wiper for executing the vehicle, and determining a windshield wiper gear for executing the vehicle based on the calculated working frequency of the windshield wiper for executing the vehicle; and the windshield wiper gear for the execution vehicle is sent to the execution vehicle, so that the windshield wiper of the execution vehicle is controlled to work. The working frequency of the windshield wiper of the vehicle is determined according to the working frequency of the windshield wiper set in the vehicle provided by the surrounding information, and the accuracy of automatic control of the windshield wiper is improved.
