The invention relates to a hand-operated diesel engine electric starting device which comprises a lifter and a device body arranged on the lifter, the device body comprises a shell, a battery, a starting motor and a starting rod, the battery, the starting motor and the starting rod are arranged in the shell, the lifter comprises a base, a lifting column and a lifting table, and the bottom of the lifting column is arranged on the base; the projection area of the lifting column on the surface of the base is located at the edge of the base, one end of the lifting table is arranged on the lifting column, and the gravity centers of the lifting table and the base are located on the same side of the lifting column; the device body further comprises a large fluted disc, a small gear, a partition plate and a baffle, and the space in the shell is divided into a first cavity and a second cavity through the partition plate. Compared with the prior art, the projection area, located on the surface of the base, of the lifting column is located on the edge of the base, one end of the lifting table is arranged on the lifting column and ascends and descends along the lifting column, and therefore the situation that the lower portion of the lifting table is not blocked in the whole lifting process is achieved, the distance between the lifting table and a starting hole is shortened, and a starting rod can be protected against being broken easily.
