Wherein the controller can control the electric control actuator to mesh the corresponding second transmission gear with the torsion bar shaft according to a signal acquired by the sensor so as to drive the output shaft to rotate and enable the output shaft to output a corresponding torque value and a corresponding rotation angle value, so that the power is not lost, and the power of the motor is utilized to the maximum extent.
