The invention relates to the technical field of building material hoisting equipment, and discloses a reinforcing steel bar hoisting and clamping device for constructional engineering, which comprises a base which is used as a basic mounting component of the whole equipment and is used for mounting and assembling each matched use mechanism and a structural member to which the matched use mechanism belongs; the base is arranged at the bottom of the base and is used for mounting the balance adjusting mechanism and the structural member to which the balance adjusting mechanism belongs; and the two second mounting seats are arranged on the two sides of the base correspondingly and used for bearing and fixing the two ends of the steel bars placed on the base. By adding and arranging the automatic adjusting mechanism, a worker in a building construction project can correspondingly adjust the length of the whole device according to the length of the hoisted reinforcing steel bar, so that the length of the whole device is matched with the hoisted reinforcing steel bar, and the use adaptability is high; and the complexity that corresponding devices need to be replaced for matching when reinforcing steel bars with different lengths are hoisted is avoided, and reinforcing steel bar hoisting and transferring work in building construction operation is facilitated.
