The invention relates to an intelligent central control system which comprises a ship body, a first telescopic driving part, a first one-way gear, a second one-way gear and a second rotating shaft, an engine set, a rotating cylinder and a central controller are arranged in the ship body, the rotating shaft is arranged on the rotating cylinder in a penetrating mode and connected to the engine set, and a volute spiral spring and a friction disc are arranged on the rotating shaft; the first telescopic driving piece is arranged on the inner wall of the rotary drum and connected with a friction plate, the first one-way gear and the second one-way gear are arranged on the rotary drum in a sleeving mode, the first one-way gear is meshed with a rack, the rack is connected with a sliding rod, the sliding rod is arranged on the side wall of the ship body in a penetrating mode, an elastic mechanism is connected between the sliding rod and the side wall of the ship body, and the end of the sliding rod is connected with a floating block through a lifting mechanism. The second one-way gear is meshed with an arc-shaped rack which is arranged at the bottom in the ship body, the second rotating shaft is arranged on the rear side of the ship body, paddles are arranged on the second rotating shaft, and the second rotating shaft is connected to the first rotating shaft. Sea wave kinetic energy can be collected to serve as power to drive sailing, and the sailing stability can be improved in the process of collecting the sea wave kinetic energy.
