The invention provides a thrust generating device. A controller (14) of a thrust generating device (10) executes either a first control for controlling thrust by changing the pitch angle of each blade (28) while maintaining the rotational speed of a propeller (26) at a reference value, or a second control for controlling thrust by changing the pitch angle of each blade (28) while maintaining the rotational speed of the propeller (26) at a reference value. In the second control, a thrust force greater than the thrust force generated in the first control can be generated by making the rotational speed of the propeller (26) greater than the reference value. Therefore, the noise generation opportunity can be reduced, and the required thrust can be obtained.
