The invention relates to the technical field of cable laying ships, in particular to a large-angle pitching cable laying portal lifting and placing process which comprises the steps that a portal crane is used for carrying out lifting preparation, a lifted object ascends along with a steel cable till the steel cable is clamped to the position of a mouth-shaped limiting structure, and a variable-amplitude oil cylinder on the outer side of a portal rotates towards the inboard and outboard; and the hoisted object is lowered to the seabed or recovered to the deck, and the hoisted object is lifted and released through the anti-shaking frame and the cruise ship, so that the purpose of stably recovering and releasing the hoisted object is achieved, and the requirements of large-angle amplitude variation of the cable laying portal and seabed cable laying can be met.
