The invention discloses a tower footing torque sensing device and an electric bicycle, the tower footing torque sensing device comprises a tower footing outer shell, a tower footing inner shell, a support frame and a sensor assembly, the tower footing inner shell is located between the tower footing outer shell and the support frame, and a space is formed between the tower footing inner shell and the support frame; the inner surface of the tower footing inner shell can rotate relative to the outer surface of the support frame; the sensor assembly is arranged in the space; the tower footing outer shell and the tower footing inner shell are connected through a connecting part, and a combining part matched with a vehicle is arranged on the tower footing inner shell; the sensor assembly comprises a torque deformation unit and a deformation sensing unit, the torque deformation unit is arranged on the inner surface of the tower footing inner shell, the deformation sensing unit is arranged on the outer surface of the supporting frame, and the torque deformation unit and the deformation sensing unit are correspondingly arranged; in the length direction parallel to the supporting frame, the torque deformation unit is located between the combining part and the connecting part.
