According to the throwing and recycling device of the cleaning system and the cleaning system, the first connecting piece and the second connecting piece which are independent of each other are used for being connected with air transportation equipment and cleaning equipment correspondingly, and then the first connecting piece and the second connecting piece are connected and separated through the telescopic mechanism and the locking and releasing mechanism; in this way, in the connecting state of the first connecting piece and the second connecting piece, the air transportation equipment can carry the cleaning equipment to reach the position above a designated to-be-cleaned destination from the current position, the cleaning equipment is lowered to the to-be-cleaned destination through the telescopic mechanism after the cleaning equipment reaches the position above the destination, and then the telescopic mechanism is released through the locking and releasing mechanism; the air transportation equipment and the cleaning equipment are separated, so that the cleaning equipment freely carries out cleaning work. And after cleaning is completed, the telescopic mechanism and the second connecting piece are locked through the locking and releasing mechanism again, the telescopic mechanism retracts to lift the cleaning equipment to a proper position, and finally the cleaning equipment is transported to a next to-be-cleaned destination through the air transportation equipment.
