The invention provides a brake lamp lighting determination device, a storage medium and a method, which can detect and determine the lighting of a brake lamp of a preceding vehicle in a short time and with high precision. A brake lamp lighting determination device is provided with: a speed detection unit that detects a decrease in the speed of a preceding vehicle on the basis of output information from a sensor that acquires information relating to the preceding vehicle located in front of the vehicle; a lighting recognition unit that recognizes the lighting of a brake lamp of the preceding vehicle on the basis of the image showing the front of the vehicle; and a braking determination unit that determines that the preceding vehicle is braking when the lighting recognition unit recognizes that the brake lamp of the preceding vehicle is turned on, with respect to the preceding vehicle in which the speed reduction timing at which the speed detection unit detects the speed reduction is synchronized with the lighting timing at which the lighting recognition unit recognizes that the brake lamp of the preceding vehicle is turned on.
