The invention discloses a recovery device for an underwater submarine pipe cable protection pad, which is characterized in that when a platform crane on a mother ship puts the recovery device into water, the position of the protection pad is positioned through a carried camera, a sonar device, a beacon and an illuminating lamp; the position of a lifting hook of the recovery device relative to a protection pad is accurately adjusted by controlling thrust of a propeller, so that a hook tip of the lifting hook of the recovery system is almost parallel to the bottom surface of the protection pad, and after a hook head of the lifting hook is close to the bottom of the protection pad, the position of the lifting hook is finely adjusted by analyzing data collected by a camera and a sensor to find an optimal lifting point; at the moment, the hydraulic push rod is controlled to drive the lifting hook to clamp the protection pad, and the distance between the protection pad and the hexagonal clamping mechanism is gradually reduced until the upper part of the protection pad is attached to a groove of the hexagonal clamping mechanism, so that the hook head, the protection pad and the clamping device are tightly attached, and the hook head is prevented from falling or deviating in the recovery and ascending process.
