The invention discloses a hybrid power vehicle and a hybrid power vehicle waste heat recovery system, an engine water jacket is in contact with an engine, the engine water jacket is connected with a power battery heat exchange device through a first connecting pipeline, and a first valve is arranged on the first connecting pipeline; the power battery heat exchange device is arranged outside the power battery, and the power battery heat exchange medium is arranged in a containing space between the power battery heat exchange device and the power battery; the first valve is opened when the power battery works or when the engine works; the engine water jacket is used for exchanging heat with an engine; the power battery heat exchange device is used for exchanging heat with an engine water jacket and a power battery heat exchange medium; the power battery heat exchange medium is used for being maintained in a set temperature range when the battery heat exchange device heats the power battery heat exchange medium or the power battery heats the power battery heat exchange medium. According to the embodiment, redundant heat of the engine can be recycled, and the energy utilization rate is increased.
