The invention discloses a precisely-controlled electric locomotive cooling device and an electric locomotive. The precisely-controlled electric locomotive cooling device comprises a ventilator and a combined type radiator, and the combined type radiator is arranged below the ventilator; wherein the combined radiator is formed by integrating a converter water radiator, a traction motor water radiator and a transformer oil radiator. According to the cooling device for the electric locomotive, the traction motor, the traction converter and the traction transformer can be cooled through a set of ventilators, the integration purpose is achieved, and the cooling device can adapt to different heating characteristics of the converter, the transformer and the traction motor; the purposes of saving energy, reducing noise and reducing equipment space and weight are achieved while the cooling capacity of the whole vehicle is met.
