The system comprises an active sensing network, a vehicle-mounted positioning communication unit and a ground active protection unit, the active sensing network is used for acquiring sensing network information and sending the sensing network information to the vehicle-mounted positioning communication unit and/or the ground active protection unit; the vehicle-mounted positioning communication unit is used for sending vehicle-mounted positioning communication unit information to the ground active protection unit based on vehicle-mounted signal system information; and the ground active protection unit is used for sensing network information based on ground signal system information, vehicle-mounted positioning communication unit information and realizing train positioning and turnout safety control. Under the condition that a ground signal system is abnormal or the communication of a main communication network is interrupted, based on the communication capability of the secondary radar and the UWB sensor, a train in an autonomous operation mode can establish communication with the system and realize train-ground linkage and turnout automatic control when approaching a turnout area, so that the operation efficiency is ensured.
