The invention discloses a hoisting and turning-over device and method for a rotor center body of a variable-speed pumped storage unit. The hoisting and turning-over device comprises a hoisting tool and a turning-over boot, the method comprises the steps that firstly, a lifting tool is installed at the upper end of a rotor center body, the lifting tool comprises a supporting side plate, a clamping piece and a lifting assembly, and the lifting assembly comprises a main lifting piece and two lifting hook pins installed on the main lifting piece; 2, installing a turning boot at the lower end of the rotor center body; and thirdly, the rotor center body is hoisted and turned over. The hoisting device is reasonable in structural design, the hoisting method is simple and convenient, the main hoisting piece and the clamping ring base are installed between the two supporting side plates, when the rotor center body is hoisted, a bridge crane main hook is directly hooked to a hoisting hook pin installed on the main hoisting piece, friction force of a steel wire rope and a hoisting lug is not needed, friction loss in the hoisting process is reduced, and the hoisting efficiency is improved. The hoisting efficiency is improved, so that the stress of the rotor center body is more uniform, the stability in the hoisting process is favorably kept, and the hoisting precision is improved.
