The invention discloses a wheel paddle driving device which comprises a driving part, a clutch part and an output part. The driving part comprises a rotating motor, and a motor shaft of the rotating motor is connected with a power input end of the clutch part; a telescopic shaft of the linear motor is connected with the gear shifting mechanism of the clutch part, the telescopic shaft of the linear motor drives the gear shifting mechanism of the clutch part to shift gears, and the power input end of the clutch part is correspondingly connected with two different power output ends of the clutch part before and after gear shifting; one power output end of the clutch part is connected with a wheel output shaft of the output part, and the other power output end of the clutch part is connected with a paddle output shaft of the output part, so that the wheel-paddle amphibious robot driving system can automatically switch wheel-paddle output modes according to different working requirements when coping with different working conditions.
