The invention discloses an integrated overwater treatment device and process, and relates to the field of water conservancy and environment-friendly dredging. The integrated overwater treatment device comprises an environment-friendly cutter suction dredger, and the silt discharging end of the environment-friendly cutter suction dredger is connected with the input end of a first pumping system; one end of the impurity removal adjusting platform is connected with the output end of the first pumping system, and the impurity removal adjusting platform comprises a double-layer drum screen and a first adjusting tank; the input end of the second pumping system is connected with the other end of the impurity removal adjusting platform, and the output end of the second pumping system is connected with the input end of the dehydration volume reduction platform; the tail water treatment platform is connected with a water outlet of the dehydration and volume reduction platform, the tail water treatment platform comprises a flowing type biological membrane tank, a zeolite fixed bed and a coagulative precipitation tank, and a sludge outlet of the tail water treatment platform is connected with the input end of the dehydration and volume reduction platform; the integrated control system is connected with the environment-friendly cutter suction dredger, the impurity removal adjusting platform, the dehydration volume reduction platform and the tail water treatment platform; the treatment device finally forms transportable mud cakes and dischargeable tail water reaching the standard.
